Abstract |
There were three phases in the evolution of the community: the formation phase, the initial development phase and the continuous development phase. Internal and external factors contributed to the formation of the development community. The internal factors included living conditions, livelihood, physical aspects and development concepts of community members. The external factors included the growth of urban society and support from external organizations. The utilization of community media included intra-community media, which were composed of personnel media, contingent media, community media and mass media. The main media used was the contingent media, particularly circulars. Inter-community media included personnel and contingent media. The media used for communicating with external communities was contingent media, particularly official letters. During the two phases of evolution, personnel media were used. During the continuous development phase, the role of personnel media was diminished and the community utilized contingent, community and mass media instead. For internal and external community media use strategies, different types of media were utilized because they had different characteristics and could support one another. The four purposes of media use were to inform about past performances, to publicize community activities, to request community collaboratin, and to notify community members about other issues. The four purposes responded to the ultimate goal: community development.
