Abstract |
The increasing number of hilltribe people in the northern region has affected socio-economic and political situations in the country. The focus of this study is on recommending relevant policies and measures for the government to implement for hilltribe people. The recommendations for defining state policies toward hilltribe people are as follows. Administratively, hilltribes must be legally settled in permanent communities with legal administrations. They should live in Thai society with Thai consciousness. New hilltribe immigrants should be deterred and expelled from the country. Socio-economically, their living standard and incomes should be raised so that they can be economically independent. Their population growth should be controlled. They must abandon narcotic crop cultivation and should appropriately preserve natural resources. Recommendations for defining practical measures toward hilltribe people are as follows. Administratively, hill people must be registered, categorized and issued identification cards issued to those having been granted Thai citizenship. Community administrations should be legally systematized. They should be provided with land ownership in their permanent residence. The Thai legal system must be applied in their communities and they should understand and practice their rights and duties as Thai citizens. The influence of minority groups and of the Communist Party of Thailand on hilltribes should be reduced and/or eliminated. Their incomes and standard of living should be raised and they should abandon the use and cultivation of narcotic plants. Land use plans for highland natural resource development and conservation should be devised. Laws concerning natural resource conservation should be seriously enforced.
