Abstract |
This article is about problems of national security concerning hilltribes and cultivation of narcotic plants, a guideline for a blueprint for community and environmental development, control of highland narcotic crops, and problems of highland communities. Other topics include a problem-solving guideline for hilltribe registration, prevention and repatriation, hilltribe settlement and land ownership, cultivation and awareness raising on the issue of “Thainess” among hilltribes, and roles of district hilltribe working committees. The focus was on facts and problem conditions, group guidelines, and problem-solving guidelines. The ultimate goal was to incorporate the guidelines into a national master plan and to establish district-level organizations to solve hilltribe problems.
