The authors aimed to present problematic issues of development projects by looking at the issues from three perspectives, namely, from the project viewpoint itself, from the point of view of the operation officers, and from the perspectives of the villagers, who were the target of the developments. The investigation involved Akha villagers at Huay Pa Khor Village, Tambon Wawee, Mae Suay District in Chiang Rai Province. It was noted that all development projects ended with failure. For the Grass Strip Project, for instance, it was operated from 1987 to 1989. It was a soil and water conservation project. The project encouraged the villagers to practice a rotation crop cultivation and awarded them seeds, farming equipment and even cash. Moreover, participating villagers were promised to be given Thai citizenship and the right to land ownership. These phenomena reflected problems occurring with the parties involved as follows. Firstly, for project initiators, they were merely interested in fundamental information while neglecting the internal problems and conflicts within the community. Secondly, field operation officers lacked good relationships with the villagers, only trying to finish their projects on time. Finally, there were socio-cultural changes in the target villagers when adopting to external social values besides having their own problems and conflicts. The study findings provided good lessons to other projects in that they should pay attention to abstract data and good relationships with the villagers. Furthermore, information should be publicized to the villagers and a needs analysis should be conducted. Finally, community members should be involved in the projects in order to achieve maximal benefits to the target community.
