| Abstract |

Nowadays, the Sea Gypsies, which consist of the Mogan, Koglan, Urak Lawoi, have encountered problems of debts and statelessness, lack of the ethnic cultural pride, and deprivation of the rights to access their cemeteries to perform rituals. The main problem is due to the possession of their land rights by the private sector to operate their businesses on the beaches. The problems have still not been fully solved.
