Abstract |
This work examined state policies about the Hmong in order to find out a guideline to solve Hmong problems in Thailand spanning from the past to the present. The population consisted of the ethnic group living in 12 provinces in the North, Loei province in the Northeast and those migrating from Laos after the country had fallen into communism. This latter group mostly resided at Tham Krabok Temple in Phra Phuthabat district, Saraburi province. The study findings revealed that the problems included the ethnic group collaborating with the Communist Party to fight the Thai Army in the North from 1967 to 1985, environmental degradation, illegal immigaration including over 20,000 Hmong refugees residing at the temple, violation of the rule of law, harrassment of local people, crime, demand for Thai citizenship despite being illegal immigrants, weapon hoarding, and establishment of the Lao Resistance Army causing the Lao governemnt to suspect that Thailand supported this army.
