Abstract |
The thesis investigated the attitude of the Hmong toward drug suppression policies during the Taksin Shinawatra government. It was found that the Hmong in eight villages in Mae Rim District had a positive attitude toward the policies, as the policies made them feel secure and reduced the number of drug users and drug dealers. Nevertheless, the policies provided a loophole for unscrupulous police officers to exploit the situation by singling out certain wrong-doers with connections. During the implementation of the policies, over 3,000 lives were lost, causing a mistrust of officers by innocent citizens, because police officers sometimes wielded power beyond their authority by carrying out extra-judicial killings. Such killings made it impossible to bring the real culprits to justice. More often than not, errors occurred, resulting in injuries or loss of life to innocent people.
